Job Title: Finance Officer
Reporting to: CEO & the SIRUF Executive Board when required
Working Pattern: 40 hours per week
Role purpose:
- Provide oversight financial functions and duties of the SIRUF
- Establish and monitor Budgets, financial policies and accounting recordings, monitoring expenditures, reporting, acquittals.
- Raise revenue
- Support SIRUF team
Key Accountabilities and Responsibilities:
- Create Policies on receipt and expending and acquittal of Rugby Fundings; including World Rugby, Rise Rugby and all other revenue sources.
- Setting up financial processes, procedures, documentation and recordings, including payment method and threshold for cash and line of approval.
- Establishing and maintenance of Payment Requisition and Payment Vouchers
- Maintenance of proper Cash Payment Register
- Maintenance of proper Cash Receipt Register
Work with CEO to manage all aspects of the accounts function, including (but not limited to):
- Maintenance, Payment and proper recordings of staff payroll;
- Maintaining proper invoicing, management and recordings of debtor;
- Maintaining proper recordings, management and payment of creditor;
- Maintaining proper management and recording of cash and banking;
- Maintain proper management, performance and recordings of Bank Reconciliation;
- Proper maintenance and timely generation and production of financial reports;
- Maintenance of proper funding information records, accounts and budgets;
- Responsible for maintenance and storage of all financial information and records including spreadsheets and databases.
- Ensure to adopt Xero accounting software in due course to align with the Oceania accounting policy.
- Responsible for accurate and transparent record keeping for our online accounting system, Xero.
- Preparation of periodic financial and management reports and accounts including Profit and Loss, Balance Sheet and Cashflow forecast.
- Prepare (and revise) annual budget to include the provincial associations.
- Responsible for acquittal of funds to Oceania monthly and quarterly.
- Ensure that SIRUF accounting practices adhere to the government’s accounting laws and regulations, and legal obligations are met in a timely manner.
- Will be required to work outside of ordinary hours for certain events.
- Will be required to occasionally assist with administrative tasks and any other tasks and duties assigned or delegated by the CEO or Board.
- Monitor all financial of Solomon Islands Rugby Union Federation (SIRUF), World Rugby, Rise Rugby and other monies coming in and out of SIRUF’s basket.
Requirements and skills
- Proven work at least 5 years’ experience as a Finance Officer or similar role
- Solid knowledge of financial and accounting procedures and regulations
- Experience using financial software like MYOB and Zero
- Advanced MS Excel skills
- Strong ethics, with an ability to manage confidential data
- Diploma or degree in Finance & Accounting
- Have a strong emphasis on following robust processes and controls with a commitment to integrity, transparency, learning and continuous improvement
- Able to work with SIRUF team to achieve common goals.
- Possess excellent organizational skills and be able to handle time-sensitive tasks.
