BACKGROUND

Oxfam is a world-wide development organization that mobilizes the power of people against poverty. In the Pacific, we work with our partners to ensure that Pacific Islander women and men (specifically those that are poor, marginalized or excluded) are leading and shaping their development and that their voices are heard, and acted on by those in power. Oxfam’s Pacific regional office is based in Suva, Fiji. This is also where our regional office and our base for remote cluster management of the Polynesia/Micronesia country office are located. We also have offices in Papua New Guinea, Solomon Islands and Vanuatu.

Kōtui is a five-year (2021–2026), NZ$12.4m programme that aims to increase the resilience, wellbeing, and agency of women in Solomon Islands, Papua New Guinea, Timor-Leste and Tuvalu, in the face of climate breakdown and disasters. Focusing on the nexus between climate change, gender inequities, and governance, Kōtui will work with local civil society organisations as the ‘bridge’ between communities and policy makers. By shifting gender norms and making relevant local and national governance forums more equitable, knowledgeable and accountable, Kōtui aims to improve women’s access to key adaptation resources, including climate finance, land, water, services and information.

The Kōtui programme incorporates projects in Solomon Islands, Papua New Guinea, Timor-Leste (all commenced in 2021) and Tuvalu (commenced in 2023). Oxfam Aotearoa has signed a Negotiated Partnership Outcomes Arrangement with MFAT for the Kōtui Programme; Oxfam Aotearoa has in turn signed Project Agreements with Oxfam in the Pacific (OIP) for programme and project implementation. OIP have entered into Partner Working Agreements with locally-based civil society organisations, and work together with those partner organisations on project implementation. The project aims to increase the resilience, wellbeing, and agency of women in the face of climate breakdown and disasters. The programme’s focus on resilience and wellbeing is grounded in the nexus between the accelerating challenges of climate change, entrenched gender inequities, and intractable issues associated with poor governance in the Pacific.

In the Solomon Islands the Kōtui program - Solomon Islands Climate Finance & Empowerment Project is part of the larger five-year, multi-country Kōtui program. This project aims to contribute to the Kōtui goal with two long-term outcomes reached through the collaboration with local partner organizations.

The first outcome will see women have increased access to and control over household and community resources that can improve their resilience. The second outcome is ensuring that decision making around climate finance, its governance, is more inclusive, equitable, and transparent, so that all people have the power to influence the decisions that impact them.

SICAN BACKGROUND
The Solomon Islands climate action network (SICAN) is a national climate network. SICAN brings together the coalition support of local, national, regional and international civil society organizations to raise the voices of marginalized, women, men, youth and people with disability on climate change issues, actions and implementation and to help build a resilient Solomon Islands.

Additionally, SICAN’s area of work focuses on advocacy and awareness, campaigning, collaboration, Influencing, Networking, Research, and knowledge brokering, Empowerment and Gender Inclusivity, policy dialogue, women empowerment and climate financing, and climate finance governance.

Since its establishment the network has grown its organizational members from 6 members to 34 members who are working on different climate change and environment related spaces, this includes conservation groups, community-based organizations, faith based, NGO’s and INGO’s in the Solomon Islands.

Given Kotui Outcome 2 in supporting stronger CSOs, the project strives to ensure that SICAN deliver on its goal by building the capacity of its organizational governances.

To ensure that SICAN is strategically relevant and is founded with vision and clear objectives, Kotui recognizes and support the value of developing a SICAN Operational Plan to strengthen their approach considering internal and external factors that impact SICAN’s long term work and ensuring its sustainability.

Oxfam is looking for the services of a professional consultant to develop a three-year SICAN operational plan.

2. Key tasks

Key role of the SICAN Operational Plan development consultant will be:
To facilitate the development of the operational plan and the network’s key priority areas of operations through:

a. I. Situation analysis
b. II. Proposed emergency operational response plan
c. III. Budget
d. IV. Logical framework
e. V. Risk matrix
f. VI. HR plan
g. VII. Work plan

Scope of the work:

The plan must demonstrate and articulate on Situation analysis, Proposed emergency operational response plan, Budget, Logical framework, Risk matrix, HR plan and Work plan.

Meaningful realization of SICAN’s operations will be derived from its goal and objectives and the strategic plans. Elements of the plan will include but not limited to:

Specific tasks:

  • Carry out desktop review of strategic plan documents and other relevant documents to an understanding of the organization, mandates, legal frameworks, and context of SICAN
  • Conduct direct consultation with SICAN staffs, and members
  • Review existing governance, strategic plans and project plans and include these in developing operation actions.
  • Conduct needs assessments of SICAN, which shall include a review of the existing structure, engagement, and sustainability.

Deliverable outputs:

  • Athree-year operations plan with a clear deliverables, key milestone, and direct guidance on implementation to strengthen the “Solomo Islands Climate Action Network” vision.
  • External environment assessment and internal environment assessment of the stakeholders/SWOT analysis
  • Desktop review of strategic plan on the specific vision, mission, goals, and objectives including outcomes, outputs and activities.
  • Conduct workshop and validation of the operation plan to SICAN Executive, Secretariat and Oxfam Kotui team

Qualification and Experience required.

The individual must possess the following:

  • Relevant work experience in operation planning & development
  • Excellent and proven analytical and operational skills
  • Excellent organizational and communication skills, ability to prioritize and work with minimum supervision
  • Possess knowledge in general climate change and disaster resilience
  • Familiarity in working with national, regional, and international organizations with familiarity on grassroots development issues in Solomon Islands
  • Familiarity in working with national, sub national and regional pacific civil society organizations and Governments
  • Good research skills
  • A clear and succinct writer.
  • Has the ability to analyze, synthesize and summarize complex information
  • Availability from October - December 2024
