Solomon Islands Knowledge-Action-Sustainability for Resilient Villages project (SOLKAS) has opportunities based in the provinces for interested and qualified applicants on this locally led climate adaptation project.
Positions will be based within the Provincial Government offices and work very closely with the PMU, MPGIS and Ministry staff to implement project activities. The SOLKAS Provincial Coordinator will be responsible for directly managing the SOLKAS Ward Officers in the province and supporting the operations of the Ward Development Committees by supervising the activities of SOLKAS Ward Officers, in close coordination with PG officials, PMU staff and technical advisers and other implementing Ministries staff on SOLKAS activities.
About SOLKAS Project
The SOLKAS Project is one of the largest locally led adaptation projects globally, and one of the first with a strong focus on the education sector. Largely funded under the Green Climate Fund (GCF) with co-finance from the governments of Australia, New Zealand and the Solomon Islands, the project will reduce children, youth and communities’ exposure to climate hazards and help build sustainable, resilient communities and livelihoods in the context of climate change. SOLKAS is a partnership with the Government of the Solomon Islands, through the Ministry of Environment, Climate Change, Disaster Management, and Meteorology (MECDM), and Save the Children Solomon Islands (SCSI). Implementing ministries include MEHRD, MAL, MRD, MWYCA, MFMR, MECDM and MPGIS.
Working with communities across six provinces, the project will strengthen resilience to climate change impacts by strengthening the capacities of national, subnational, and local governments, communities, and schools to understand, plan for and implement responses to the climate crisis through 3 components:
- Community-led development of adaptation plans, building climate change knowledge and skills, and access to climate change information.
- Resilient livelihoods, food and nutrition security, and school-level building retrofits; and
- Institutional strengthening.
We are looking for suitably qualified and experienced applicants to fill the roles of Provincial Coordinator for 2 provinces, Central Islands and Guadalcanal Provinces.
The specific responsibilities are:
- Act as a key focal point on all SOLKAS project-related activities and needs; and interface with all implementing partners or stakeholders (e.g. all implementing Ministries, Provincial Technical Working Groups, Ward offices, Village Disaster Climate Risk Committees, youth, schools and other related climate projects) working very closely and collaboratively with both MECDM colleagues in Climate Change Division (CCD)/National Disaster Management Office (NDMO) /Solomon Islands Meteorological Service (SIMS), team leads and SOLKAS PMU team.
- Provide coordination and support in the implementation of the project’s climate change activities, including linkages to Disaster Risk Reduction (DRR), Food Security & Livelihoods (FSL), Water, Sanitation and Hygiene (WASH) programming.
- Work collaboratively with PMU and ministries to support and provide guidance on activity implementation and timely reporting and issue resolution.
- Coordinate SOLKAS project actions, implementation, (within scope of SOLKAS) and where appropriate promote the program and results (in agreement with the PMU and MECDM).
- Support the implementation of participatory planning processes at provincial and Ward level by working in close coordination with PG officials/ planning divisions, implementing ministries, PMU staff and Ward Officers
- Regularly coordinate activities with implementing Ministries’ colleagues at ward and provincial levels.
- Ensure appropriate levels of SOLKAS oversight and guidance are provided to implementation teams to ensure project activities are implemented to plan, high quality and in accordance with timeframes.
- Ensure coordination and accountability of any SOLKAS financial resources to support implementation in alignment with defined scope. This includes oversight of ward committees’ expenditure of funds issued, seeking endorsements from Provincial Planning and Coordination Committees and overseeing financial reporting requirements on monthly expenditure and results.
- Support training of WDCs and Ward Officers; Coordinate and facilitate training activities were necessary.
- Raise any risks and issues with PMU and follow up on agreed actions.
- Ensure that reports and document meet quality requirements and are submitted on-time.
