The Ministry of Agriculture and Livestock has received financing from the World Bank toward the cost of the Solomon Islands Agriculture and Rural Transformation Project (P173043), Loan Number IDA-69610, and intends to apply part of these proceeds for the following consulting services.
The consulting services (“the Services”) include hiring an Engineering Consulting Firm for the design, documentation, and supervision of civil and structural works at the Tenaru Agriculture Development Site for the MAL Research Centre. The main tasks of this assignment is the design, documentation, and construction supervision of civil and structural works at the Tenaru Development Site, Agriculture Research for Excellence. The estimated duration is four (4) months for the design and documentation phase and 18 months for supervision. Key anticipated tasks are: i) Concept design for civil works – earthworks, site layout and site drainage, all roadworks, water supply, sanitation, ii)Preliminary and detailed design of civil works for initial phase (10ha) – earthworks backfilling and terracing; roadworks; drainage; water supply; sanitation, iii) Structural design – concept design and detailed design for MAL Research Centre Office, Laboratory, Dormitory, Amenity (Dining Hall with Kitchen), 3 Bedroom Staff House, 2 Bedroom Staff House, Duplex Staff House, Semi-Permanent House (Security Dwelling House), iv) approval of Structural design to be signed off by a chartered structural engineer, v) Bid documentation preparation following World Bank Procurement Regulations 2023, vi) Site supervision during the Construction Phase
The detailed Terms of Reference (TOR) for the assignment are attached to this REOI.
The Ministry now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The shortlisting criteria are shown below and must be supported by documentary evidence. CVs of Key Experts will not be evaluated at the REOI shortlisting stage:
i. At least one qualified civil/structural engineer or architect on staff, with one member holding Chartered status with Engineers Australia (CPEng) or being eligible for the same. ii. Successful completion of at least two projects of similar scope by the firm. iii. Proficiency in design software such as ETABS, AutoCAD, Civil CAD, 12D, Autodesk Revit, STAAD, or similar. iv. A proven track record in design, project management, and construction supervision. v. Previous experience collaborating on government projects, particularly with the Ministry of Infrastructure Development (MID) or other ministries. Items i to v must be supported by documentary evidence
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers. Procurement under the SIART Project will be carried out in accordance with the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting, and Consulting Services, September 2023 (referred to as “Procurement Regulations”), which outline the World Bank’s policy on conflict of interest.
The best-qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method, as set out
